Restricted Tethering Ordinance Proposed in Culpeper County, VA - National Humane Education Society

Update:  The ordinance passed February 6, 2018.  (There was a change to the amount of time a dog can be tethered.  The final one states that a dog cannot be tethered for more than 14 hours or 8 consecutive hours in a 24-hour period.  Read more here.)  

To the Culpeper County (Virginia) Board of Supervisors for voting in favor of an ordinance to restrict dog tethering.

Loneliness, boredom, frustration, and anxiety, are just some of the emotions our canine friends feel when existing on the end of a chain.  According to a recent news article, continuous dog tethering also makes a dog more likely to bite. The Culpeper County Board of Supervisors in Virginia recently reviewed a tethering ordinance that would restrict the number of hours someone could tether his or her dog outside.  They furthermore are welcoming community input.  If passed, the ordinance would state that a dog could not be tethered for more than 4 consecutive hours in a day.  When tethered, a dog would need to be on a trolley system, and the tether weight could not exceed 10% of the dog’s body weight. Anyone found guilty of a violation may face a misdemeanor charge with a fine up to $500.

I am a writing you today on behalf of our canine companions.  I am a Culpeper County resident, and am concerned for the safety of my canine friends who live on chains 24/7. When dogs live this way, the are prone to mental and physical illness, as well as, creating a dangerous environment to interact with humans.  Thank you for supporting this ordinance to create a more humane world for dogs.
