New Law in Greenville County, SC, Improves Shelter Requirements for Dogs - National Humane Education Society

To the Greenville County Council in South Carolina for passing an amendment that would require individuals to provide adequate shelter for their canine companions when they are outside.

Canine companions exposed to frigid or extremely hot temperatures indefinitely cannot survive. Some breeds can tolerate cold or hot temperatures better than others, but even all dogs should be given the opportunity to come indoors, especially during extreme hot or cold weather. 

According to a recent news article, Greenville County Council in South Carolina unanimously voted in favor of an amendment to its current animal welfare law concerning the definition of “adequate shelter” for dogs housed outside.  The new law states that “(ii) Adequate shelter for a dog means a moisture-proof and windproof structure of suitable size to accommodate a dog and allow retention of body heat. The structure must be provided with a sufficient quantity of hay, straw, cedar shavings, blankets, or the equivalent, to provide insulation and protection against cold and dampness and promote retention of body heat.”  Anyone found guilty of not complying with this new law will face a warning or misdemeanor ticket.  And in cases of extreme neglect, the dog will be removed from the property.

I am a Greenville County resident writing to thank you for improving the shelter requirements for dogs in our county. Extreme cold and heat is deadly to both people and animals. Providing adequate shelter is a common-sense, effective way to prevent unnecessary pain, suffering, and death to defenseless animals. Animal welfare issues are important to me, and I would encourage the Greenville County Council to consider additional animal protection bills like this one in the future.
