New Bill In New York Would Ban In-State Retail Sale of Commercially-Bred Puppies - National Humane Education Society

To New York Sen. Michael Gianaris, D-Queens, who has introduced S7711, a bill that would ban pet shops from selling dogs and cats from breeders.

According to a recent news article, a new bill has been introduced to the New York General Assembly that would prohibit retail pet shops from selling pets from commercial breeders. The legislation aims to promote the adoption of homeless dogs and cats and stop cash flow to puppy mills. Like most retail pet sale bans, Gianaris’ bill would allow pet shops to partner with animal rescues to showcase adoptable animals. This is already the law in New York City, and several other cities in the U.S.

I am a New York resident writing to urge you to support S7711, which would ban the retail sale of puppies and kittens from commercial breeders in the state of New York. Thousands of very adoptable dogs, cats, and rabbits are desperate to be adopted in New York.  Still, puppy mills continue to fester in our state, bringing forth hundreds more puppies to be sold as commodities. Many of theses puppies, having been raised in deplorable living conditions, do not thrive. These puppies may die of their ailments, cost their new owners in veterinary bills, or end up in local animal shelters. Pet stores and flea markets provide the perfect cover for the sale of puppy mill-bred puppies. In this arrangement, consumers never meet the puppy’s parents or see the conditions where the puppy was born or raised. Please support S7711 to reduce the burden on New York animal shelters and stop cash flow from pet shops to puppy mills. Thank you for reading.
